英國駐歐盟特使羅傑斯（Ivan Rogers）請辭後，英國退出歐盟單一市場而回歸關稅機制的可能性隨之上升。羅傑斯經驗老到，深諳歐盟事務，但不受脫歐強硬派歡迎。
羅傑斯辭職，使支持英國與歐盟徹底分手者備受鼓舞，他們認為這代表英國政府將致力於完全收回移民、法律和預算控制權，即使這個方向將使貿易摩擦升高。
英國首相梅伊與歐盟的談判，將由駐歐盟特使主導，因此，羅傑斯的繼任人選，將透露出更多關於談判方向的線索。歐洲改革中心（Centre for European Reform）主管葛蘭特（Charles Grant）表示，支持英國徹底脫歐者把此事視為梅伊政府邁向「硬脫歐」的信號，也就是重視英國主權甚於歐盟經濟一體化。
羅傑斯是英國最資深的歐盟官員，也被脫歐 視為歐盟信徒，在主張「軟脫歐」的人眼中則是外交實力雄厚、對尋求共識持開放態度的寶貴資產。他在脫歐談判啟動前突然辭職，暗示當局的立場可能趨於強硬。
